However, there was a rule of thumb that nobody would be appointed if they would be over 64 years old at the end of a 4-year term, I think. And that removed all but a few competitors.

You can often edit the problems in Kuta. Have you tried that? That said, I've run into the issue you describe, but it was really great for angles problems in Geometry. I was able to easily create mixed practice with lots of different skills.

So yes, I think standards have generally been lowered for the top 40% of students.

I think standards for the most struggling students are fairly anchored due to a floor effect. But college-bound students who can't do basic math are more common now. This top group of students is most sensitive to lowering standards, because they'll (mostly) rise to whatever standard you set.
