Regardless the REM was going to happen even with the other parts because of how much of a get out of jail free card it was to cut straight through mont-royal instead of having to go around it.

If millennium was through running, sure, but PTC takes 15 minutes at best to turn around and you only have so many stub tracks to work with so you're going to hit that limit like they do at peak.

Yeah but conductors aren't qualified the same as engineers so it's not an instant thing you can do plus quad track at millennium is pushing that way back.
