Here's what I think is fair to say:
- the Trump Administration has been marked by extreme, obvious, and cross-domain illegality
- just on the merits, a lot of rulings rejecting challenges have been wrong, some outrageously so
- Republican appointees have done less well than Democratic appointees

The shadow docket statistics are also not a representative sample because the SG only brings stay requests to the Supreme Court when he thinks the likelihood of success is high--lots of lower court injunctions against the Trump Administration have not reached the Supreme Court

Because of the blue slip and for other reasons even Republican-appointed judges in liberal places are more liberal, and also they are somewhat known quantities, the challengers pick a district where their chance of a good draw is high

Starmer is very bad including on this issue but what's happening here is that EHRC is strategically leaking against the Starmer government to pressure it to adopt EHRC's draconian transphobic policy (which is what the article is describing)
