Nah, I've seen this floated on here before, but as far as I know none of these were ever designed with that in mind, purely as flat projections. They simply weren't that sophisticated. In some places, they had extra bits in complete disregard of the ground level viewer.

Well that's the first of these cracked, I'll see if I can produce a diagram of Tintern Abbey's west window soon too

Fun fact that second example appears in a painting I did a few years ago (but I didn't geometrically construct it then)

First attempt, used the points to make a trapezoid, bisected one of the corners to find the centre, et voilà, a circle. I'll try more cases at bigger scales to see if it holds, but it does look like you've cracked it

The solution seems to be that each of the upper circles falls into a kite shape formed form the tangents of each of the arches it borders. So to find the correct tangents without knowing where the circle will touch first...

Slightly off again, because while the circles do touch the same arcs, they don't sit on the same tangents. Makes it impossible to draw a straight line through all of them.

Okay, this aspect is one of the fundamental features of the intersecting style. The reason I don't believe it starts at the top or that the circles are anything but placed within these frames is that this arrangement appears more often without circles than it does with, especially early on.
