Two ways to read this. One is “she lost on every substantive claim, completely failed in her attempts to ban trans staff from the workplace, and won mild procedural victories against her employers handling of her case”.
The other way is, I guess, “point one is longer so it must be more important”

They want to increase the pace of housebuilding but have allowed the BSR to paralyse construction and Thames Water to fail to build sufficient water infrastructure.

They don't want to increase taxes, because that would break their promise, but are increasing taxes through fiscal drag, which doesnt.

They're anxious that the NHS pipeline is unblocked to allow easier flows of patients, but have kicked the can on Social Care to the election.

They're immensely keen we become an AI and research hub, but are allowing universities to go bust and have failed to support construction of new lab space.

They are worried about high unemployment and have increased regulation on employment as well as costs through NICs.

They are particularly worried by a lack of youth opportunities and have made it significantly more expensive to hire young people.

Just to actually address some things that are driving me mad:

The government has pledged to bring down immigration and is relying on higher migration to make its budgets work.

They have reduced tax incentives for saving in pension schemes whilst perceiving those schemes as engines of investment.
There is an actual interesting little deceit in the budget, namely ther have the OBR still forecasting based on increasing net immigration back to 300-350k whilst the Home Secretary is promising to bring it down from 200k, which does dissolve about half the headroom, but somehow we're doing vibes.
Think this is exactly right - political journalism that is completely abstracted from policy, which was not the norm before 2017, has become the default. Impossible to have a serious attempt to either shrink what the state does or widen the tax base (have to do at least one) on that basis.

Also the phrase ‘so-called “headroom”’ is sending me. It’s not so called… it is in fact just headroom? What a weird tone.
This budget did not provide increased headroom in a serious way! If you look at the Budget documents for longer than ten minutes you go 'uh, there is a major hole here'.
