The step of having to register as a lobbyist two years ago (?) was a positive step, but till we really kick #PollutersOut out of the #UNFCCC it’ll continue be a hall of empty gestures.

IMHO I think since COP1 (1995?) it’s been consistently hollowed out because fossil fuel lobbyists have walked the halls (and even sat as country delegates), thwarting action at every turn. Only when tobacco lobbyists were kicked out of tobacco talks did anything meaningful happen in tobacco control.
