The city ordinance is that all buildings over 50 years old which are going to get demolition permits need to go to historic preservation commission. So lots of stuff now gets routed the HPC.

Pomona Measure Y is a ballot measure for youth and family programs that was passed by 62% of the voters, led by this organization which has this mural prominent on the front door of its headquarters/community center. It ballot box budgets 10% of general fund revenue to new programs.

So the Estonians give the Swedish the same tuition and vice versa? The language barrier seems to be a natural way to restrict interregional movement, and I doubt you have the phenomenon of people from the northeast, for instance, flooding into Alabama and Florida.
