I think this is what would make this fail in court - it’s very much a ramp.

I think this must have cracked at some point, then fatigued to the point of failure. It was getting pretty bent by the end. You can see half the cross section looks a bit rusted, I figure that was the extent of the crack.

for a lot of bikes, SKS Bluemels or something similar is all you need. they’re flexible enough to be easy to install, but are pretty good at staying in place.
