What is the legal basis for marking/enforcing spelling, grammar, punctuation in UK schools/unis?

I know Dr Johnson did his dictionary with help from Lord Blackadder the 3rd, but is there for instance a act of parliament?

Did the department or minister responsible for education send out a memo?

Flying to Malpensa planning to drive a hire car 1000 miles to Sambuca di Sicilia (and presumably back) for 1 week house hunting but giving up after up after being exhausted after queuing 2.5 hours due to teething problems with the new border control systems … feels like fate had a very merciful day
