I figured it out by ignoring the hint. Move the top of the 7 to the number 1 to make it into a 7. Then move the upright from the + to replace the first matchstick moved, leaving 7-7=0. There was no restriction in the instructions preventing this, so I think it's a valid solution, if a bit sneaky.
