Like, imagine they release fake files. Somehow these fake files are completely believable, don't contain obvious lies or tells. Not a single FBI employee leaks anything? There's not a single democratic member of congress who knows (at least in broad strokes) what these files *should* contain?

It would require the ironclad collusion of basically the entire federal government, thousands of people, and in particular every member of congress would have to go along with it. It would be like faking the moon landing.
