I just heard back from @gmpolice.bsky.social Op Snap team after I queried the decision. The registered keeper has been sent a court summons in relation to the expired MOT certificate. If you're going to drive without an MOT or insurance, don't draw attention to yourself by close-passing a cyclist.

I note that the screenshot from the video shows a misleading diagram. The blue markup arrows are the cycle lanes and the green arrows are the pedestrian crossings.

At the risk of sounding pedantic, whilst I think this is an excellent design, it is not strictly a Cyclops junction as it has the circulating cycle lane on the inside of the pedestrian crossings. A Cyclops junction has the cycle lanes on the outside. Each design has advantages and disadvantages.

... the van was being driven without a valid MOT test certificate and therefore probably without valid insurance. The MOT certificate expired 110 days previously. I pointed this out in my statement - do the Op Snap officers actually read our statements, I wonder.
