I feel like of past 6 gen mons that fit villain role and not legendary are: grimmsnarl and/or hatterene, they just could work soo good if given a character.

Yes, the 3'11" is standing for average height! But there's also specimen that are extremely large and extremely short, god bless pokemon for adding sizes
