What I don't know is if we currently ask "how hard are you looking?" (how many postings did you apply to or asking employers how many people applied and how many of those were serious canidates and would we with a universal benefits.

Depends on what you mean by "full employment". Plenty of people have jobs just for the health insurance. With UHC those people wouldn't be working, would they be included in the unemployment numbers? A UBI might decrease the numbers working (or actually increase its kind of muddled), would they?
