This has more to do with climate change. Mostly drought. Ranchers have had to reduce their herds and it is going to take a long time to rebuild those herds, "if" the climate could support that many cow/calf pairs, which right now... it can't.

This is basic, basic accountability information. And in the case of information about the training the officers who work with schools get, it could help improve public perception of the program.
