it's a super common misphrasing, but people don't act on, or 'give in to', intrusive thoughts, because intrusive thoughts are inherently thoughts that go against what the person wants to do. unfortunately, using this language incorrectly stigmatises people with actual intrusive thoughts.

intrusive thoughts = uncontrollable, unwanted thoughts that go against a person's values and causes distress.
impulsive thoughts = sudden urge to do something spontaneous, and sometimes reckless, without thinking it through.
