Since they're shooting these boats from a distance in the air and not stopping and boarding the boats, I still don't understand how they know how many people are in these boats much less who they are.

first, a "small open drug boat" does not waste capacity carrying 9 more people than the 2 running the boat
second, how did they determine all 11 "deserved" to die for their crimes
third, was the wreckage analyzed for significant drugs
