Scotland’s first Green Industrial Strategy is a start. But delivering a fair, green & growing economy requires moving beyond rhetoric to action.

Scotland must also transform its public financing institutions like the Scottish National Investment Bank and Scottish Enterprise.

The aim should be to maximise additionality in support of missions, rather than operating on a commercial basis.

• Tax: review business rates reliefs, and reform to support social & environmental goals.

• Skills & training: develop occupational transition pathways for workers at risk from decarbonisation, and support reskilling & retraining.

• R&D & innovation: review fragmented funding, align with industrial strategy missions, double business R&D by 2030.

• Planning, development & land: create a new Scottish Land Agency and take equity stakes in offshore wind.

We recommend:

• Public procurement: update award criteria to emphasise public value, build procurement capacity & make Fair Work First mandatory.

• Grants & subsidies: review all grants & introduce new ‘challenge prize’ schemes aligned with missions, & a new ‘Buy Scotland’ framework

But to succeed, Scotland must adopt a whole-of-government approach: harnessing the full arsenal of industrial policy tools, public institutions and capabilities to drive structural change.
