Indeed this is exactly what I see with Vsync on when Hardware Accellerated GPU Scheduellin gis on.
This is GTA V Enhanced in scene where I have 100+ fps with good frametimes without vsync. With vsync on look at that graph! Nvidia needs to fix this.

On March 4, GTA 5 on PC will receive a free update that brings enhancements previously available only on PlayStation 5 and Xbox Series X|S. This includes new vehicles, performance upgrades at Hao's Special Works (HSW), animal encounters, improved graphics settings, faster loading times, and more.
