It does seem like they have barred 2nd year graduate students from applying. This is devastating, I've been preparing my applications materials for MONTHS and now they all have to get binned...

Chilling to see this list of terminated NIH grants. Research on Alzheimer's, HIV, rare diseases, vaccines -- gone. Cancer centers closed, training grants & fellowships terminated. Young scientists stranded. Patients waiting for treatments that'll never come. Just sad.

Any suggestions for making helpful comments when reviewing papers with questionable scientific-style writing evident throughout? In my view, these authors likely have little support and mentorship from more senior co-authors to end up in this shape.
