I think I found the cover. It's the final showdown between the wizard Ulrich and the dragon Vermithrax. Or at least something very close to it.

The artist for Dragonslayer (1981) is listed on BGG as Redmond Simonsen. Same artist from truly classic wargames like PanzerBlitz (1970), War of the Ring (1977), and Napoleon at Waterloo (1971).

One thing I've mentioned in recent classes is ending your game. There are countless ways to accomplish this, but it helps to have a figurative "clock" or "timer" built in that forces the end in a timely manner.
