People write in different styles in different contexts. Writing style, including both punctuation and grammar, is like speech: you talk differently to your gran than you do to your mates. (Technical term: code-switching).
Twitter isn’t literary fiction. JCO wrote in a Twitter, not novelistic, style.

A semicolon doesn’t mean “and”. It means “This sentence is complete. What follows could be its own sentence, but I am linking them for other reasons.” So it’s not “and and”. It’s “. And”
