Using a driver’s license as a main form of ID makes no sense.
Having that as a provincial jurisdiction is even more ridiculous.
I’m now in B.C. At the end of the process to get the B.C. license, they SHRED my Ontario one: how idiotic and wasteful is that?
The clerk told me they think it’s silly.

I swore an oath to the Constitution in 1986. I've upheld it through 25 years of service and every day since I retired.

So the US was aware that the world thought the document was US endorsed, yet waited until now to clarify that it wasn't?

How could the US have communicated to Ukraine that they had to accept the proposal or lose US support without clarifying that the Russian proposal wasn't actually their proposal?
