He doesn't know which it is until the pass is made.

Beirne is stood upright, he has no idea who he is tackling. He is not in a tackle position because he has no idea if he is about to tackle somebody.

The Barrett catches the ball. Beirne now has what, 0.25s to realise he is the tackler and get ready.

It isn't long enough for him to do that.

People move around the pitch upright. You cant spend your time running around bent double just in case you might need to make a tackle at a split seconds notice.

Imagine that a very sneaky team tries to get someone sent off.

A player is running at pace without the ball to the side of the defender.

With expert timing the attacker cuts in and receives a pass milliseconds before impacting the upright defender and there is head contact.
