I think we have an unreasonable confidence in the belief that up-and coming officers, intelligence analysts etc. will know better than to take this kind of unhinged stuff seriously- especially when the environment for promotions and dismissals is so fraught and politicized.

Mmm. On this point the last ‘Taiwan Studies’ expert from the PRC I spoke with (Track 2) admitted after some prevaricating that they had not been to Taiwan since 2002 (and I think they were lying about that).
