UPDATE: So, it appears Comey grand jury may have left by the time 2nd version of the indictment was brought to the foreperson and deputy. I’m going to venture a guess that the memo sent from the USDA telling states to “undo paying SNAP in full” is a preemptive move by the administration to avoid reimbursing states for funding the program when a lower court finally rules, again, that the benefits must be paid.
