As with other regulatory regimes in the UK, navigating Ofcom's rules for compliance with the Online Safety Act is as much about game theory as it is legal interpretation. Service providers are starting to figure out that they don't have to outrun the bear, they just have to outrun each other.

Yes it is quite common for work expenses schemes to have something about this. Otherwise I think the repayment is for the inconvenience, not the lack of service delivery, so goes to the traveller not the company.
