Judge Burroughs’ ruling gave Harvard a reprieve — but DOGE could still block funds at the finish line.

DOGE took control of the federal grant payment system early on — but turned to NIH in April, when three DOGE officials met w/ grant officers, per source.

One was Edward “Big Balls” Coristine, who left DOGE in June. It is unclear which DOGE officials are still involved w/ NIH.

Per one person familiar, Harvard & Northwestern are fully blocked from NIH funding. Harvard has drawn down $0 since April.

Cornell’s main campus is restricted; Columbia, Penn, & Brown received funds only after settling; Princeton, UCLA, & Duke are still receiving payments, the person added.

NIH began issuing Notices of Award (NOAs) to Harvard, Northwestern, Cornell, and others in early July after a court ruling, per memo obtained.

But DOGE, which controls the payment system, blocked the money from going out — unless schools had settled with the White House.
