Instead of having Kermit & Fozzie as cops, you could establish that Scooter was motivated to become one by his sister's disappearance, and he thinks the Nanny case is connected to that.
Eventually, we learn Skeeter just got lost while spelunking, was rescued by Fraggles, and joined Fraggle society.

Instead of having Kermit & Fozzie as cops, you could establish that Scooter was motivated to become one by his sister's disappearance, and he thinks the Nanny case is connected to that.
Eventually, we learn Skeeter just got lost while spelunking, was rescued by Fraggles, and joined Fraggle society.
