What an interesting comparison. I'll buy it. Doctor Who is rather good at being unsettling but then also has to have a monster of the week that tends to be a bit silly. Doctor Who has never needed to be Star Wars. What it does best is silly, fun, and *clever*, and you can be very effective with those ingredients on a smaller budget. The answer has never been to throw more money at it. The answer is to have some fun with it.

Think back to 2005: Mickey gets into a fight with an Otto bin. The Slitheen were rubber suits. One of the creepiest monsters was a child in a gas mask. A lot of the drama took place in Rose's mum's flat on a council estate.
