We used to give hundreds of these personal alarm things out in UK classrooms. Very cheap and absolutely deafening. If this activity is happening outside of your law then drawing attention to the act will make it obvious to onlookers that an attack is occurring.

Carved on a font in Norfolk this little chap has watched over wars, pestilence, plague and famine for over 600 years. He has seen empires rise and fall, and witnessed humanity at it's absolute best and its most despicable worst whilst still wearing his inscrutable half smile. It will be be OK.
