It took me a few decades to figure this out so here it is for free.
When something isn't working right it generally falls into one of these categories:
1) Team doesn't understand the problem
2) Team doesn't have a theory of success
3) Theory of success is not plausible
4) Execution problems

I’m a big fan of the cmd.ms website because it has all the links to quickly jump to a specific blade in a portal instead of clicking multiple parts of a Microsoft Management portal to get there. I built a PowerShell Function for that :)
