Denmark did not cooperate with Nazis, like, at all! They saved like 95 percent of Jews in the country.
The Dutch bureaucracy worked with the Nazis. 75 percent of Holland's Jews were killed — a higher percentage than Germany itself!
In the Baltics, it was even worse b/c of collaboration.
