There's already a large Venezuelan expat / refugee community in Trinidad and Tobago. Obviously. It's right next door, only a short hop from the mainland. That would by far the most obvious purpose in stuffing a lot of people into a small, short-range boat to make that trip.

She is an entitled scumbag. She took a quarter million in illegal campaign contributions when she ran for the house, never returned it as she was legally obligated, AND left unpaid campaign debts. Total POS.
