If not a violation by the letter of the law definitely a violation of intent. Just an unnecessary burden on people who need it

The one bad spot for strollers on Amtrak NEC in my experience is NY Penn boarding. One elevator per platform means if there's more than 2 groups going down it's cutting it real close to not miss the train or at least feel like you are
