I have a Nascar IMAX DVD that is a bit interesting. It has two subtitle tracks for French & Spanish. But it uses line 21 CCs for English. I played the disc in a PS5 and it does support L21 CCs. Though you have to go into the settings first to enable CCs, then you'll see the toggle in the player app.

Wouldn't be surprised if the fence was some last minute decision, after the signal design was done.
