Maybe, but the task is to stop emitting GHGs and then start extracting using carbon removal techniques (as under the Paris agreement).

I know you know this, but tax is not horrible. It makes society possible. It is not cruel - her mum was not evicted. It is not unfair. Unearned income should be taxable.

It would be perfectly legitimate for the Government to lead on this. What are they scared of? What is there to lose. Plus it is a national security issue.
