The Chinese over capacity issue is going to get much, much worse in the coming 5-10 years, and a sensible, systematic approach is needed, not things like US levying 25% then 50% tariffs on, checks notes, Canada and Mexico.

Iran is like France or the UK in that the biggest city & economic center is also the administrative heart. It sounds like what they are proposing is something the US, Aus, 🇨🇦 or Brasil, federated states where the economic & administrative nerve systems/cities are separated. It’s not a trivial task.

The other thing is given where it is Tehran also probably depended on some snow pack accumulation in the surrounding mountains. More precipitation is falling as rain instead of snow with warming, leading to less stored water for later in the year. This is problem now across Canada.

There are a lot of agricultural & urban regions like this, that start growing based on annual rains, then get into the groundwater aquifers, drawing more than is filled each year, eventually leading to some form of crisis. This describes much of urban California.
