Very worth the read.
A top-down dynamic from central Govt has been fostered by this sense of a stuck loop too; rather than a local-central dialogue offering to ‘test & learn’, or offer early warnings of sclerosis.
One for people working in government evaluation and analysis teams. Also research councils. 👇

How can we broaden our field of view to see and spread more promising alternatives?
What if government is stuck in a local maximum?

my great-grandparents arrived in the UK in the 1890s with nothing.
they sold pickles from the front room window, took in laundry, worked as tailors.
their children were nurses, teachers, salesmen.
their grandchildren were professors, designers, opticians, doctors, magistrates, entrepreneurs.
This is so disgusting.
