65 million implies genocide against Hispanic people (probably indigenous & Afro-Hispanic, too). But the increase in ICE budget from $4 billion to $40 billion implies building it into full-fledged Gestapo to go after "homegrowns" and all citizens they don't like, too, regardless of their skin color.
