Makes a lot of sense in a day in age when people are fearing the army being turned on citizens more and more.
This is also too when Batman is being written more as a social worker who often buts heads with more and more power tripping dirty cops.

Case in point both the newest runs Action Comics & Captain America tell updated origin stories for their respective hero. Where in both tell a prominent General (Lane/Ross) that they refuse to use their powers as part of the military industrial complex.
