It makes sense. The technology is now incredibly inexpensive and a standard has been reached. It can't be snagged on a branch and lost. It makes it easy for any professional to identify at least one of the owners of the animal if it is lost or killed. And it allows for easy id of feral animals.

The answer is community. Nobody should live in isolation. We need to learn the warning signs and have enough people trained to see those signs and intervene safely.
We need to put systems in place to keep this up and help people care for their neighbors and community.

The fact that while I am among the majority of men who do not have attraction to children under 15, that majority is only 80%... And a full 14% of men are willing to sexually abuse a child shows that we do not handle this sort of thing successfully.
