In a just world, the fact that *multiple agents* have their guns drawn at all in this scenario would be automatic grounds for a homicide conviction.
My take on what is clearly murder: a bunch of insufficiently-trained ICE agents dog-pile — and subdue — the victim with multiple guns drawn (why were the guns out?!). One of agents accidentally discharges his improperly-drawn gun, spooks the rest, and then they all unload in to the unarmed victim.

This is hilarious because my group just started playtesting my game, which uses the selection of DCC dice, plus a d18. And yes, they do sweat.
I teach people 5e but only offer them the weird dice from DCC. I like to watch them sweat when I ask for a d20 roll
