Ultimately it’s probably more about the fact that every attraction it passes through (Star Tours, Space Mountain, Buzz Lightyear) would need to be shut down during construction.

The People-Mover’s restoration is sadly seen as too cost-prohibitive given all the changes that would need to be made. I really hope one day they just go for it anyway.
