Our latest OZ analyses in Ohio (from 2020-24) show:
1) Only 1/3 of OZs received any OZ $, >50% went to 9 OZs
2) Concentrated in tracts with already high and growing jobs, BA, & home price/rent
3) Largely market rate residential / mixed-use

With Opportunity Zones in the Tax Bill, Brett Theodos & I recapped evidence to date.

TLDR: 2/3 OZs get investment; bias towards highly invested/appreciating places; little $ to rural; no/minimal effects on econ growth indicators; largely RE; many projects would've still happened without incentive
Opportunity Zones Need to Be Retooled to Achieve Impact
More than $100 billion has been invested in Opportunity Zones since 2018, but evidence shows this capital has mostly gone to areas already receiving greater investment, not to areas truly in need.
