Sure. You could do what the feds and states were pushing you to do or buck the people who fund you and make something up on your own without guidance or, in many cases, capacity.

I get it. I think the solution is to put the transportation program in the regular budget process and make the program compete for funds. There will be more oversight and greater understanding of the program's failures in both parties.

It was always a faulty premise. Here's a little money for cities to compete for while states get tons more money automatically to undermine what the cities are doing. Fix the main program or let's take a break on all this spending.

The Ds are terrible on transportation, especially in the Senate. We are setting up to make all the same mistakes with enthusiastic support from both sides of the aisle.
