I don't know about the specific UPS case but in general employers are reluctant to offer high starting wages, and employees with more tenure are reluctant to stay when paid similar to those with little experience -- other reasons of course affect pay tenure shape but that one often explains a lot.

They use ridiculous numbers all the time, absolutely. What I mean is that the data from BLS are currently unbiased and free from manipulation.

Maybe that will change, but if that happens we'll certainly hear it about loud and clear from BLS civil servants

In principle some October establishment employment data could be collected retrospectively, but that raises complications for an already underfunded and understaffed BLS.

We may very well get to the point where the Trump admin directly censors or tries to fake official jobs data, but we're not there right now.
