We need a Cost of Disability payment.
We need a Winter Allowance.
We need action that reflects lived experience, not reheated talking points.

None of this was acknowledged. Families should not be used as stand-ins for State responsibility. That framing is dismissive and harmful. Fiscal substitution is not policy. It’s avoidance. It fails to meet the State’s obligations under the UNCRPD and keeps disabled people in enforced poverty.
