Another World Cup team has locked down a Kansas City base camp, with three of four available locations now officially occupied. The Dutch Men’s National Team will be based in Kansas City for the duration of the 2026 World Cup.

You don’t have to be a lawyer to know that makes no sense. But lawyers interpret statutes according to a hierarchy of agreed-upon “canons of construction.”
