I complained to City of Vancouver about shovelling many times but, unless it was a government building, no one would do anything because you got 3 notices before they fined and it usually melted by then, as I recall.

One way I have won before is by showing the IP address and their download attempts. But this only works if you can show that and sometimes it doesn’t.
